Referring to paragraph 2 of this letter, it

may possibly occur to Your Excellency that the old average computation method is not very applicable to the new state of affairs. And as the question which has occurred this month, and may often recur, escaped consideration at the time the new arrangement was sanctioned, it may possibly be that in spite of the refusal contained in his despatch, (referred to in the letter of the Officer Administering the Government of the 12th. June last), the Secretary of State would be disposed to ap- -prove some method of rate computation which would bring the rate adopted for payment of salaries into closer relation with the remitting rate at the end of the month.
